Status of the Wall Latest Update: 2/27/06 There may be some confusion about the HOW and WHY of our wall project. We hope that providing you with the necessary information, you can make an informed decision. Some recently asked questions are: 1. What were the results of the wall survey? The Results were OVER WHELMLINGLY POSITVE with a remarkable 47% overall responding and those that responded 67% said YES they were in favor of a wall. The survey vote was extended by 2-3 weeks because of Hurricane Wilmer. The votes have been collected and now the plan goes to the City Commissioners. The design will take over a year and it will take over a year to build. So, while the project has more momentum than ever, we’re still 24 months+ away from seeing the final product. 2. WHAT will the wall be made of? The wail will be made of concrete; NOT PVC or VINYL. 3. WHERE will the wall be located? The plans call for a 5-foot setback from the property line into the backyards. Currently, there is a 10-foot easement for utilities (measured from the back of the side walk). The wall would he within this easement area. February 16, 2006, the city of Fort Lauderdale sent a letter to the utility companies and cable companies’ asking for all the information on where their equipment is located within the easement area. The deadline for the information is 2 March 2006. If the information comes back by that time, great! We, (board of directors HOPAV), think that it will take longer but at that point we can begin writing and calling trying to get the information so we can proceed with the wall project. 4. HOW much will this cost? Will this INCREASE the VALUE of my home? Presently the cost to each homeowner is approximately $3,000. The city will levy a special assessment per each home for the wall project. Financing alternatives are available from the City for up to 10 years. This means approximately $3000 per month for ten peals. The City will hire an outside appraiser to evaluate the value added to each home. The INCREASE in VALUE of your home should be at least the amount of the special assessment; even for those homes that are not on the perimeter of the neighborhood. 5. is there ANY OTHER MONEY, grants or credits we could use to off set some of the project costs? Yes. Our neighborhood association is registered with the city. This means the city has grants called the Neighborhood Capital Improvement Plan (NCIP) and the Neighborhood Capital Improvement Grant Program (NCIGP). Our neighborhood has applied for these grants and we believe we will receive approximately $35,000 for our wall project. There are TWO opportunities coming up to add to our matching grant proposals. If you have high school students, they can earn community serve credits. 1. March 18, 2006 8-lOam — Riverwalk at Esplanade Park, mulch, rake paint and clean the fountain. Please call Charlotte Callejo 954.336.4144. Once approved, the Wall Project would be constructed with costs funded through the combination of City of Ft. Lauderdale grants (NCIGP&NCIP), a credit of ($150,000) from the CITY, and a special assessment levied against each property owner. 6. What if I want to SELL. MY HOME during the middle of all this? The assessment is attached to the property, not the homeowner. Simply notify the City (very similar to the water bill) of the home ownership change. Already homes for sale are listing the wall project as an “added bonus” to their home. 7. Will the neighborhood entrance at 6V’ Court be closed? Why? The current project plan does include the closure the entranceway at 69th Court and NW 31 ~ Avenue. In the absence of the security of a gated community, a reduction in the number of entrances is being considered in order to increase security. Traffic calming on NW 68th Street and NW 65th Drive is under consideration to offset any increase in traffic this closure would cause. This is an optional feature of the project plan and can be changed if the neighborhood decides against it. We need to hear from you! 8. What else is Included in the project? The current project plan includes landscaping enhancements to the neighborhood entrances. In addition, guardrails have been included to protect the wall from cars that are unable to make the turn on the 62nd Street safely!
